As we approach the 2023 AMA Interim House of Delegates and Sections Meeting, your speakers provide the following updates. There are a number of details provided including important new for I-23 items. Please review carefully and as always if you have any questions do not hesitate to contact us at [email protected].
Registration now open
Advance registration is required for all attendees of the AMA Section and House meetings and their guests and children. Note this includes HOD delegates and alternates. To register visit the meeting registration page. You will need to sign into the AMA website to continue your registration. Participants must personally complete this registration to attest to abide by our Code of Conduct. Participants must register and attest for their guests who plan to attend any function.
The 2023 Interim Meeting of the AMA House of Delegates (HOD) will be held Nov. 10-14 at the Gaylord National Resort & Convention Center, National Harbor, Maryland. The section meetings will be held Nov. 9-10. Please check with your section regarding their individual meeting times.
Meeting schedule & agenda
The AMA-HOD will convene at 6 p.m. Friday, Nov. 10 in the Maryland Ballroom, and your speakers ask that delegates be seated by 5:50 p.m. so that you can view a new video produced by our AMA MMX team. We anticipate that the opening session will run for approximately one hour. On Saturday, Nov. 11, the second opening of the AMA-HOD will begin at 12:30 p.m. to receive items of business, consider acceptance of late resolutions, and extract informational reports and items from the reaffirmation consent calendar.
Reference committee hearings will begin at 1:30 p.m., or 15 minutes after the conclusion of the second opening and continue until completed. Six reference committees will meet concurrently on Saturday afternoon. Consideration of reference committee reports will begin at 10 a.m. on Monday, Nov. 13 and go until 6 p.m. that day.
The business session will resume on Tuesday, Nov. 14 at 8:30 a.m. and is scheduled to conclude at noon. Your AMA advocacy team encourages you to consider scheduling Capitol Hill visits Tuesday afternoon if you can logistically do so. An advocacy update with discussion of talking points is planned for Sunday afternoon. However, please schedule these visits and your departures for afternoon or later on Tuesday so that our business can receive your full consideration.
Delegates are reminded that business at the interim meeting is limited to advocacy. The committees that will meet at interim are:

Process changes for resolution submissions
We once again want to remind you of the changes we have made to the resolution submission process. Given the large volume of business we have had to process for the last several meetings and anticipating we will have a similarly large volume for this meeting, we have elected to change the deadline and submission protocol. These new deadlines will be strictly followed. Our goal is to have all business processed so that the entire handbook will be posted online on or about Oct. 13. There will be no supplement. This will also allow us to post all on time submissions, minus any exempted submissions, to the online forums for your review and comments during the 14-day window currently required by policy.
Please note that all submissions must also be correctly formatted prior to the submission deadline, i.e., no edits/corrections will be accepted after the deadline. A resolution template with instructions is available for your use. Again, all submissions must adhere to this template. Those that are incorrectly formatted will be returned for editing. The HOD office will not edit your submissions for you. All delegations are urged to submit resolutions that they currently have on hand as soon as possible! This will allow for time for review of format prior to the deadline and expedite processing for inclusion in the handbook.
Submission deadlines
On time submissions:
- Sept. 27 at 5 p.m. Central—Resolutions from meetings* held prior to Sept. 1, 2023
- Oct. 11 at 5 p.m. Central—Resolutions from meetings* held Sept. 1 to Oct. 6, 2023
Exempted submissions:
Per Bylaw 2.11.3.1.1 (PDF), exempted resolutions may be submitted within seven days of the conclusion of meetings* held within the five-week period preceding the commencement of the HOD meeting.
Excluding resolutions directly transmitted from the sections, any resolution received after these deadlines will be considered late.
*Bylaw 2.11.3.1.1 defines meetings to include any member organization’s house of delegates meeting or primary policy making body’s meeting, as defined by the organization
Online member forums
Pursuant to Policy D-600.956, commentary submitted to the online member forums will be used to generate a preliminary document to inform the discussion at the in-person reference committee hearings. Because of our changes to the on-time submission deadlines, all handbook items, minus the exempted items, will be available for comment in the online forum. Your speakers intend to ask reference committees to expand on their commentary in the preliminary documents to better reflect their deliberations of your testimony in the online forum. Therefore, all AMA members are urged to utilize the online forum to comment.
Policy D-600.956 further specifies that the forums should be open no longer than 14 days. The online forums will open Oct. 16 and close Oct. 29 at midnight Central Time. Any posts made after this deadline will not be considered. This will allow the reference committees to develop and post their preliminary documents by Nov. 7, before the meeting gets underway on Nov. 10.
Your speakers hope that with these planned changes the number of entries to the online forums will be significantly increased. In order to more easily sort these entries, we ask that you identify yourself within the comment box. Please include your name, all position(s) that apply (i.e., author, HOD delegate/alternate from X delegation, section member, council member, etc.) and for whom you are speaking (IN ALL CAPS) at the start of your commentary. Please repeat this information within the comment box, even though the form asks for the same information.
Call for volunteers for HOD committees
Volunteers are still needed to serve on House committees, including reference committees and rules and credentials or as tellers. The application form (PDF) should be submitted to [email protected] by Sept. 15 at 5 p.m. Central for priority consideration.
Although you may have submitted a volunteer form for prior meetings, we ask that you please submit a new form if you would like to be considered for service at I-23. Preference will be given to volunteers who have not served at a recent meeting. All reference committee volunteers must confirm their availability to meet virtually on the weekend prior to the opening session of the House to develop a preliminary document based on the online forum testimony. Those interested in serving as chair of a committee should indicate their desire to do so on the form.
Volunteer for CCAM appointment
AMA is seeking volunteers for appointment to the American Medical Association Committee on Conduct at AMA Meetings and Events (CCAM). CCAM is convened pursuant to AMA Policy H-140.837, adopted at A-19, on Conduct at AMA Meetings and Events.
One vacancy is open on CCAM for a three-year term beginning Nov. 15, 2023 and ending Nov. 15, 2026.
The individual appointed will be eligible for reappointment to serve a subsequent second term of three years, for a total of six years.
All applicants must also complete a Conflict of Interest (COI) disclosure statement. This process has been automated by the AMA Office of the General Counsel, and a secure link will be emailed to each applicant. Your application materials will not be considered complete until your COI disclosure has been completed. The deadline to submit an application (DOC) has been extended to Friday, Sept. 15, 2023.
Official candidate notification
As per Policy G-610.020, candidates may announce their intention to run via submission of candidate cards to the HOD office which are then subsequently posted on the HOD elections page. Your speakers have determined that the official candidate notification will be attached to our periodic updates to the House with the most up to date information.
Camp AMA
Camp AMA will once again be available for section and House meetings. Registration is now open. Please note that advanced registration is required for attendance.

*If HOD sessions go past the scheduled times on Friday or Tuesday, child care will remain open 30 minutes past the conclusion.
Capacity
The maximum number of children that can be accommodated each day is 50. This will be on a first-come, first-served basis.

National Harbor Conference Rooms 13-15 located one level above ballroom level.
Meals
Meals will need to be purchased through the hotel. No outside food allowed. Further information will be provided as soon as complete details are available.
