“The spike in COVID-19 cases across Texas means lives are at risk, ICU beds in some locations are at or near capacity, and the progress we made toward reopening our economy could be undone. To be clear, reopening should not be confused with a return to normal. This virus is highly contagious and shows no signs of going away.
