Health care economics
Health care is in crisis. Payment rates are unsustainable, our physicians are burning out, and our patients can't afford or access health care. Meanwhile, a trillion dollars of Medicaid cuts will come into effect in less than a year. Economics matter, and they are now front and center. Our task is to thoroughly understand the issues at hand and craft good policy solutions, always working tirelessly, towards a health care system we can be proud of: a system that restores the joy in medicine and achieves the high-quality, affordable, accessible and equitable health care we have always wanted for our patients.
Experienced resolution author and negotiator
Supporting the work of the House of Delegates
As the author of several resolutions, I know firsthand what it means to build on AMA policy. It is always a journey of building collaboration and understanding across the constituencies of the House, whether it’s to gather support for resolutions, or listen to those whose constructive feedback and experience lead to healthy opposition and debate. My most memorable moments in the House have been listening to and talking with individuals, states, and specialty societies, particularly with those who have a different viewpoint.
I’ve authored various resolutions. They include:
- I-20: Integrating Social Determinants of Health and Quality Measurement
- Incorporated into CMS report, Health Plan Initiatives Addressing Social Determinants of Health H-165.822
- A-21: Audio-Only Telehealth for Risk Adjusted Payment Models
- Adopted as policy D-480.962
- A-22: Addressing Social Determinants through Health IT
- Incorporated into CMS report, Expanding Access to Screening Tools for Social Determinants of Health/Social Determinants of Health in Payment Models H-160.896
- A-24: Addressing Social Determinants of Health Through Closed Loop Referral Systems
- Adopted and resulted in CSAPH report at A-25.
- I-25 Improving Protection for Reproductive Health Information
- Adopted as policy D-315.966

A dedicated advocate for our profession
I have extensive experience working in government relations, both for my medical group and my specialty society. I am the founder and chair of California Radiological Society’s Government Affairs Committee. Working in government relations is to put policy into action. This necessitates a wider perspective of recognizing the spectrum of practice modes and settings from rural underserved communities to large urban health systems.
I have a particular interest in Health IT, where law, regulation, policy, ethics and technology all intersect. I am past chair of California Medical Association’s Subcommittee on Health IT, under Council on Medical Service. Recently, I have been at the forefront of legislative advocacy regarding the responsible disclosure of the use of artificial intelligence and the use of artificial intelligence in utilization review.
Notable legislation I have worked on:
- AB 1704 – Regulatory oversight of limited podiatric radiography permit
- SB 1419 – Malignancy exception to immediate release of results to patient portals
- AB 3030 – Disclosure of the use of generative AI to patients
- SB 1120 – Use of AI in utilization review
- AB 460 – Radiology remote supervision and scope of practice (author)
