Some of these feel unnecessary and slow, yet it is easy for physicians to believe they are outside of their control. Dr. Donald Berwick of the Institute for Healthcare Improvement estimates, “the majority (78%) of obstructive and wasteful rules … were fully within administrative control of health care executives and managers to change.”
