A new Pew Charitable Trusts report looking at Pennsylvania's medical liability insurance problems pointed to higher than average malpractice claim rates and higher payouts than the national average. Here's how the number of payments in Pennsylvania compared with those in neighboring states and in California, which has had tort reform for more than 25 years.
