AMA Testimony to NAIC and NCOIL


Advancing a Counterattack on Managed Care Payment Practices: State Legislative Resources

In the past two years, the AMA has testified to the National Association of Insurance Commissioners (NAIC) and the National Conference of Insurance Legislators (NCOIL) on a variety of issues. Below are links to the testimony given at each meeting.

March 2007
On March 1, 2007, the AMA was prepared to testify on its progress regarding discussions with industry representatives, however, AMA testimony was postponed until NCOIL's Summer Meeting in July 2007.

November 2006
On November 9, 2006, the AMA provided oral testimony on the need to regulate the secondary discount market in physician discounts and urged NCOIL to adopt its model bill attempting to do the same.

February 2006
On February 23, 2006, the AMA testified to NCOIL on a range of issues related to the regulation of the secondary discount market in physician discounts.

November 2005
On November 18, 2005, the AMA testified to NCOIL on bringing fairness and transparency to the unregulated discount market.

July 2005
On July 8, 2005, the AMA testified to the National Conference of Insurance Legislators (NCOIL) on bringing fairness and transparency to health plan contracting and payment processes.

June 2005
On June 13, 2005, the AMA testified to the National Association of Insurance Commissioners (NAIC) on a range of issues related to unfair health plan payer contracting and business practices, including the lack of transparency, which is the hallmark of the health plan reimbursement process.
