Graduate Medical Education Funding

Background

Funding for Teaching Hospitals continues to be a top legislative priority for the AMA and the RFS. In the Balanced Budget Act of 1997, Congress significantly cut payments to teaching hospitals for graduate medical education. In 1999, it became aparent that these cuts were straining the budgets at teaching hospitals.  Improvements came in the form of the Balanced Budget Refinement Act of 1999 and the Medicare Prescription Drug Improvement and Modernization Act of 2003.
