Election Rules and Procedures
All candidates will have their names placed in nomination at a time during the business meeting and under conditions determined by the Chair.
Each candidate for a position on the Governing Council can offer his or her name for ONLY ONE position per ballot.
Uncontested races (i.e., those with the same number of candidates as positions available) shall be decided by acclimation, obviating the need for a written ballot.
In the event that a member of the Governing Council is elected to another position on the Council, residents may announce their candidacy for the vacated position at that time. They will be given an opportunity to speak and their name will be placed on the ballot for the ensuing election.
Written Balloting in Elections
Only credentialed RFS Delegates or their credentialed alternates may vote.
Ballots are to be obtained from the member of the Credentials Committee who is handling the delegation or group to which the voter belongs. Credentialing stickers must be clearly visible during this process. The number of ballots issued shall be monitored.
Each voter must mark the ballot exactly as directed by the printed instructions on the ballot. Should these be omitted, verbal instructions will be given by the Chair (or designee) and must be adhered to exactly.
The entire ballot must be placed in the ballot box, whether or not votes in all races have been cast.
Verification of Ballot
The Credentials Committee shall open the Ballot Box in the presence of RFS Staff and shall count and record the total number of ballots received. If more ballots are present than were distributed by the Credentials Committee, the process shall be halted and the results invalidated. The Credentials Committee Chair shall notify the Chair of this fact. Staff shall immediately begin the process of reprinting ballots.
Each ballot shall then be examined for the proper certifying mark. Ballots not bearing this mark shall be put aside. The number of these VOIDED non-certified ballots shall be recorded.
Counting of Ballots
For simplicity, races with TWO candidates shall be considered first. For each such race, ballots shall be sorted by designated candidate and then counted. VOIDED ballots for that race shall be placed in a separate stack and shall not be considered in the total required to elect. The candidate that receives a majority of the legal ballots cast shall be elected, and the Credentials Committee Chair shall certify the results to the Chair after all races have been decided. (The sum of both candidates votes plus the VOIDED ballots for that race plus other VOIDED ballots must equal the number of ballots received by the Credentials Committee prior to certifying a winner.)
A race with THREE or more candidates will be decided as follows:
VOIDED ballots for that race shall be placed in a separate stack and shall not be considered in the total required to elect.
A majority of the legal ballots cast shall be required for election.
In the event that no candidate has received a legal majority, there will be a run-off between the two candidates.
Election of Membership and Outreach
The ballot shall contain the names of all candidates under consideration.
A ballot will be considered void if there are no candidates designated.
Each legal ballot shall be examined for those candidates under consideration and shall be sorted by designated candidate.
After sorting, ballots assigned to each candidate shall be counted.
A candidate receiving a majority of the legal ballots cast shall be elected. Election shall eliminate a candidate from consideration.
The Credentials Committee Chair shall certify the results to the Chair after all races have been decided. Prior to certification, the Credentials Committee Chair should verify that the sum of the votes of the final assignment plus ballots VOIDED is equal to the received.
Election of Alternate Delegate
After the election of the delegate, all unsuccessful candidates who were nominated for the office of delegate will have the option to be placed on a ballot for the election of the alternate delegate among the other interested candidates. Each voting representative to the Business Meeting who is present at the meeting may cast a written ballot for the election of the alternate delegate from among those so nominated. Election to the office of alternate delegate requires a majority of the legal votes cast.
Should a RFS Governing Council position become vacant between RFS business meetings, the Governing Council can solicit applications to determine an "interim" person to handle the duties until the next business meeting. This is not mandatory and will be left to the discretion of the RFS Governing Council, depending on the time until the next business meeting. At the next business meeting, the vacant position will be handled pursuant to AMA-RFS Internal Operating Procedures.
Majority: One more than 50% of the legal votes cast for a given office, rounded to the next highest integer.
